I'd think that it's only reasonable to put less tranquilizer in a handgun -- you would use the rifle for something you can't get too close to (ie really big and-or dangerous), and they did say that they had no way of knowing what had come through - you wouldn't shoot a Eudimorphodon with something rigged to paralyze a T.rex.
Good point on how the other adult 'raptor took more to bring it down...if it was the sex that (in its genus) does most of the fighting with other species and others within its species, then it makes sense that it would have tougher skin and more hormones coursing through it.
A very good question about what purpose the ARC serves... ...though, to be fair, the invention of metal detectors, radiation meters, or even longitude (vital for seafaring) were none of them developed very quickly.
Though, ages ago, what happened that required the creation of the ARC?
